No it’s totally possible, userbenchmark runs on scaling system basically, 100% is 1070, 200% is 2080ti, and all the cards below and in between. Go into subdued power settings and set it you power plan to ryzen balanced or performance and try again (these settings tell endures not to screw up your power settings and let the cpu handheld it instead).
